Engine Over Boost Condition

Hey guys, so i have a 2007 ms3. Currently on my 91 tune, the car is making 22lbs of boost. The other day I was driving and i hit 25lbs of boost and felt a hard power cut and my check engine light turned on. My accessport said that my had gone into Engine Overboost Condition, and now when i accelerate, my car will not boost properly, and i can't even hit 18lbs until 6,000 rpms. I had gone through and check all the clamps and piping for my fmic and i followed and made sure every vacuum line from my grimmspeed ebcs, and made sure every line was properly hooked up. I also emptied both catch cans, and completely cleaned them out and I reflashed my Tune. I was wondering if maybe I should do a smoke test and see if I can find a vacuum leak that way. Or it could possibly be a wastegate issue. The turbo is a BNR S3 with 20k miles on it, and i am pretty much stumped on how to address this problem. Any thoughts or comments are welcome, because at this point anything will help!!
