Default Burnt Plugs?

All the plugs have a caramel ring at the base of the porcelain. is this normal?

Pulled them at 15k miles to do a compression test (which was 170 across all cylinders). NKG 3787 gaped to .28.

The only mod I have is a stage 1 98 tune (OTS Cobb).

Stock setup apart from an AP. Planning 3inch intake, internals, BNRS1 (got it cheap), CPE tmic, test pipe and E30 tune along with some handling and stopping goodies.

It is not uncommon to see that, and does not mean the plug is "cooked". I recommend setting the gap to .026" .
